Big Allegation on Bihar Govt! Jan Suraaj Party says Govt Diverted Rs.14,000 Crore World Bank Fund for Election Freebies

The Jan Suraaj Party, founded by former poll strategist Prashant Kishor, has accused the Nitish Kumar-led Bihar government of diverting a ₹14,000 crore World Bank fund to distribute money and freebies ahead of the 2025 assembly elections. The allegation came a day after the party failed to win any seat in its first-ever election.

At a press conference on Saturday, the party’s national president Uday Singh claimed that the Bihar government “splurged” ₹40,000 crore between June and the announcement of elections to influence voters using public funds. He alleged that the government used this money to buy votes on a scale “never seen before”.

Singh claimed that even the ₹14,000 crore World Bank loan was diverted for schemes that directly gave benefits to voters. He specifically referred to the Mukhyamantri Mahila Rojgar Yojana, under which ₹10,000 was transferred into the bank accounts of women shortly before the two-phase elections.

According to Singh, money continued to be transferred until a day before voting, despite the Model Code of Conduct being in place. He said this direct cash transfer had a major impact on women voters, especially those struggling financially.

He further alleged that the Bharatiya Janata Party-led NDA would have lost the election if the government had not “splurged public money to buy votes”. Singh said that the Nitish Kumar government only increased the old-age pension from ₹700 to ₹1,100 per month after the Jan Suraaj Party promised ₹2,000.

Singh also said that some potential Jan Suraaj supporters chose to vote for the NDA “out of fear” of the Rashtriya Janata Dal’s return, describing it as fear of a comeback of “jungle raj”. He clarified that he was not saying jungle raj exists, but the fear among voters was real.

Jan Suraaj Party leader Pavan Verma supported the allegations, claiming that the money was diverted from a ₹21,000 crore World Bank fund meant for a different project. He said Bihar’s public debt stands at ₹4.06 lakh crore, with the state paying ₹63 crore interest per day, and that the treasury is nearly empty.

Verma claimed that ₹14,000 crore was taken out just one hour before the Model Code of Conduct began and distributed to 1.25 crore women. He added that the party’s information “could be wrong”, but if true, it raises serious ethical questions.

He said the government might later give explanations because “legally, nothing can be done now”, but the timing of the fund diversion is questionable. The Bihar government and NDA leaders have so far not responded to these allegations.
