Bank of Baroda Officers start nationwide protest against Transfer Policy

All India Bank of Baroda Officers’ Association has announced agitation programme against unfair transfer policy. The Agitation programme will start from 12th June 2024, by nationwide protests outside Branches/Regional offices in the evening after office hours and wearing black badges during the day. There will be Dharna, Strike call, Non Cooperation Movement guidelines which shall be conveyed soon.

What is the issue?

You are aware how badly this year’s IZT Exercise has been dealt with by the Bank. With the intervention of respected MD Sir, one important clause was amended and Bank agreed to retransfer after 3 years as per past practice. However, going back from their words, while issuing orders HR Department failed to issue orders for Patna, Bhuvaneshwar and Hyderabad zones citing reasons that substitutes are not available for which no supporting data has been provided which is a transparency issue which is setting its foot be in promotion exercises and all other areas. We are surely not convinced and are not agreeable.

Besides this, full batch of 2021 has not been included even though they were relieved late by Bank only; no retransfer exercise has been initiated for specialists and Chief Managers. Officers who failed to exercise option in previous years due to genuine grounds have not been considered for retransferring without giving any clarification as upto what time they will have to wait. Transfer policy provision in this regard are disregarded. No relaxation for DROs was considered and continued to be 6 years. On one side requests are sought for transfer to Deficit zones like Ahmedabad, Baroda and Rajkot, on the other side hundreds are getting unnecessarily transferred on administrative grounds from these zones. Compassionate ground transfer cases decisions are pending for months. No uniform guidelines have been issued for inter region transfers.   Bank has been bifurcating zones into smaller zones. No concrete policy has been formed with regard to these zones. Large number of officers are struck in such split zones without any clarification how to go to other part which has become another zone now.

In many cases, Bank said they cannot transfer officers as they want to have minimum number of transfers. Contrary to their this statement and without any discussions with us, quietly and abruptly they have taken a whimsical stand to transfer all officers who have completed 10 years in any zone, which would mean thousands of unnecessary transfers against the policy guidelines to do only need based transfers. They talk of CVC guidelines which are not new and not applicable to Bank of Baroda only. Was the bank not following CVC guidelines in earlier years. Guidelines can be followed by transferring officers from one branch to another or by changing city or regions if necessary. Retransferring back such huge numbers will again be an issue in future. This has also disturbed large number of officers across the country. We fail to understand the brain behind this exercise for Bank of Baroda which is top amongst all PSBs. Why they want to destabilize it by going for such unwarranted and unprecedented steps, without taking stock of the pros and cons. In the whole exercise, officers are being sent to far off zones which all seems to be intentional and deliberate to destabilize. Whole IZT exercise seems not need based but on harassment based motives.

This all is happening despite the fact that Bank is proudly at No. 2 amongst all public sector Banks and doing great due to sincere efforts of officers at the branches. Officers are slogging despite acute shortage, and working late hours sacrificing their family time, their leaves and their personal health. They are working in an environment where serious operational hazards are faced even in account opening, complicated RMenu processes, Poor Bandwidth, outdated softwares, Never ending team meetings, endless campaigns without any calendar, Very Poor functioning of back office operations/customer complaint portals who simply direct the customers to branches only.

Bank is holding Structured Meetings more as a formality without resolving our issues. Various entitlements/limits which were last revised more than a decade again have not been revised despite issues finding place in agenda for long time and continued assurances.

In nutshell, Bank is least bothered about predicament of its officers and wants to deal with them like slaves.

Looking at the increasing suffering of officers and very poor response from the Management to resolve our issues on IZT, we are constrained to launch an agitation programme to draw the attention of the Management. Before this decision to launch agitation, going by our principle of “Avoid Avoidable Confrontation”, we have exhausted our sincere efforts to convince Management not to go ahead with these irrational/illogical transfers putting large number of officers to hardship and review it on urgent basis but it appears our submissions have been completely ignored by the Bank.

Friends, during BobWorld times where you were pressurized by the Management by putting all HR machinery to threaten and get the numbers. Consequences are before us. Hundreds of officers have been issued charge sheets. Thousands got their GEMS rating drastically reduced without any intimation to them. Even Lunch/Cake eaten was taken out from their mouths. Now, we cannot keep quite and go for Agitation programmes and seek your whole hearted participation for its grand success. We will seek necessary legal and political support for success of our Agitation programme. The need is to stand up for our rights and come out of slavery of a few Lords.

If Officers relent this time, atrocities and harassments and consequent sufferings will further increase. So all must get united and plunge into action plan.

The Agitation programme will start from tomorrow i.e. Wednesday, 12th June 2024, by nationwide protests outside Branches/Regional offices in the evening after office hours and wearing black badges during the day. There will be Dharna, Strike call, Non Cooperation Movement guidelines which we shall convey in next communication. We are in the process of giving necessary notices to Bank, other related authorities/Government.
