Assam introduces 180 Day Child Adoption Leave Policy for Women Employees

The Assam government has announced a new policy aimed at supporting women employees who adopt children. The 180-day Child Adoption Leave policy will be applicable to all female employees working in state government departments.

Cabinet Decision:

Chief Minister Himanta Biswa Sarma highlighted that the decision to implement the policy aligns with Rule 43-B of the Central Civil Services (Leave) Rules, 1972. The cabinet emphasized the importance of providing proper care and nourishment to adopted children below the age of one year. As a result, the cabinet approved the provision of 180 days of Child Adoption Leave for female employees of the Government of Assam.

Impact of the Decision:

The state government emphasized that this policy will directly benefit female employees who adopt children below the age of one year, ensuring that the adopted children receive the necessary care and attention.

National Adoption Scenario:

During a recent hearing on adoption rules in the Supreme Court, solicitor general Aishwarya Bhati revealed a significant gap between registration and adoption in the country. Notably, there were 19,424 adoptions under the Hindu Adoptions and Maintenance Act (HAMA) between 2021 and 2023, and 4,029 children were adopted in 2023-24 through the Central Adoption Resource Authority (CARA).

Supreme Court Directive:

The Supreme Court issued a directive to 13 Indian states and Union territories, including Delhi, Haryana, Rajasthan, Punjab, and Arunachal Pradesh, to establish specialized adoption agencies by August 30, following a previous court order. This directive aims to improve the adoption process and ensure the welfare of children in need of adoption.
