In a significant development, the All India Punjab National Bank Officers’ Association has successfully negotiated key amendments to the proposed New Transfer Policy following multiple rounds of discussions with the HR Department, three Executive Directors (EDs), and the MD & CEO since March 6.
A final understanding was reached in a meeting with the MD & CEO, incorporating several improvements that provide greater flexibility for officers. The association has converted certain rigid clauses into voluntary ones and secured crucial changes to the transfer framework.
Key Revisions in the Transfer Policy:
- Extended Stay in Circle: The mandatory transfer period in a circle has been extended from 6 to 7 years. Officers who have completed 9 years in a circle will not be required to move out of their current zone.
- No Forced Zone Transfers: Officers will no longer be compulsorily transferred out of their zone. After completing their tenure in a circle, they will only need to shift to another circle within the same zone.
- Voluntary Inter-Zone Transfers: Officers can voluntarily apply for a transfer to another zone, creating an opportunity for those who have been unable to return to their home state or preferred location for years.
- Choice-Based Transfers: Officers completing 7 years in a circle will have the opportunity to apply for their preferred circle. Transfers within a zone will prioritize contiguous circles and linguistic areas.
- Expanded Exemptions for Transfer:
- Age-based exemption revised from 58 years to 54 years.
- Female officers with children—eligibility extended from 2 years to 5 years.
- Single parents exempted from transfers until the child turns 15 years old.
- Physically challenged officers, those with critical illnesses, and caregivers for dependents also granted exemptions.
- Increased Transfer Options: These Officers qualifying for a transfer will be provided five circle choices instead of a pre-determined location.
- No Zone-to-Zone Forced Transfers: Transfers between zones will be completely voluntary and not enforced based on tenure.
- Exemptions for North-East and J&K: North-East and Jammu & Kashmir will be exempt from the entire policy.
- Revised Circle Classification for Metro Cities:
- Kolkata and Mumbai had three circles each, previously treated as one station. Now, they will be treated as separate circles, allowing officers to opt for a 7-year tenure per circle before being required to move.
- Head Office (HO) Divisions at Noida, Gurugram, and Faridabad, earlier treated as part of Delhi HO, will now be recognized as separate circles, facilitating easier transfers to and from Delhi.
- Officers in Delhi HO and Delhi Circles will now have the option to transfer to contiguous locations like Noida, Gurugram, and Ghaziabad after 7 years.
- Priority in Inter-Circle Transfers (ICT): Officers who had to move out of their home circle will be given priority in ICT requests once they meet the 2-year eligibility criteria (as of March 31).
Memorandum of Understanding Signed
With these amendments, the Bank Officers’ Association and the management have signed a Memorandum of Understanding (MoU), formalizing the revised policy. In light of this development, the association has withdrawn all planned agitation programs with immediate effect.
The association has extended its gratitude to its members, leadership, and the AIPNBEF for their unwavering support. Special appreciation was also conveyed to the HR Department, Executive Directors, and MD & CEO for their cooperation in ensuring these crucial modifications that provide much-needed relief to officers.
This revised transfer policy ensures minimum disruption for officers compared to policies in other peer banks, marking a major victory for the association and its members.
