Bank of Baroda Officers’ Union Adopts Key Resolutions to improve Work Environment in Bank

The All India Bank of Baroda Officers’ Union (AIBOBOU), affiliated with the All India Bank Officers’ Association (AIBOA), held its Extended Central Committee Meeting on October 11, 2025, at Merchant Gymkhana, Vashi, Navi Mumbai.

The meeting lasted a full day and discussed important issues related to the morale, service conditions, and welfare of officers working in public sector banks. A series of resolutions were unanimously adopted to address these concerns.

The Union urged the Ministry of Finance and the Department of Financial Services (DFS) to take policy-level actions to resolve the problems faced by officers. It also demanded the restoration of participative management, including the appointment of officers’ and workmen’s representatives on bank boards.

The Union highlighted that, despite improvements in business performance, officers continue to face challenges such as arbitrary transfers, lack of transparency in promotions, denial of leave, work-related stress, and staff shortages. The Book of Resolutions, adopted at the meeting, presents the collective voice of Bank of Baroda officers and includes detailed suggestions for improving working conditions, welfare, and governance in the banking sector.

Union has released a total of 23 resolutions to improve the working culture in Bank of Baroda.

  • Resolution No. 1: On Faulty and Inhumane Transfer Policy
  • Resolution No. 2: On Non-Transparent Promotion Policy and Non-Publication of Marks
  • Resolution No. 3 – On Arbitrary Denial of Sick Leave and Misuse of Empanelled Doctors
  • Resolution No. 4 – On Forced Unauthorized Absences and Resultant Loss of Pay
  • Resolution No. 5 – On Toxic Work Culture and Tragic Consequences Arising Therefrom
  • Resolution No. 6 – On Questioning the Relevance and Credibility of the “Peacock HR Excellence Award”
  • Resolution No. 7 – On Abuse of Discretionary Powers and Lack of Accountability
  • Resolution No. 8 – On the Closed-Door Attitude of Authorities and the Need for Democratic Grievance Redressal
  • Resolution No. 9 – On the Acute Staff Shortage and the Need for a Rational Manpower Policy
  • Resolution No. 10 – On the “Right to Disconnect” and Restoration of “Work-Life Balance”
  • Resolution No. 11 – On Accountability for Regulatory Penalties and Systemic Failures
  • Resolution No. 12 – On Ensuring Transparency and Fairness in Disciplinary Proceedings
  • Resolution No. 13 – On Protecting Officers‟ Privacy and Preventing Digital-Era Surveillance
  • Resolution No. 14 – On Ethical Leadership and the Need to Prevent Toxic Supervision
  • Resolution No. 15 – On Reformation of the Appraisal System and Restoration of Individual Performance Assessment
  • Resolution No. 16 – On Extension of HR-Connect Access and Trade Union Rights to Scale IV Officers
  • Resolution 17– On Officers‟ Right to Disconnect After Office Hours
  • Resolution 18 – On the Right to Consultancy/ Representation for Minority Trade Unions
  • Resolution No. 19 – On Implementation of Five-Day Banking
  • Resolution No. 20 – On Opposition to Further Amalgamation of Public Sector Bank
  • Resolution No. 21 – On Implementation and Extension of Performance Linked Incentive (PLI) as per Joint Note dated 8th March 2024
  • Resolution No. 22 – On Opposition to Outsourcing of Perennial Banking Jobs
  • Resolution No. 23 – On Demand for Updation of Pension

Such positive steps would help improve efficiency, motivation, and commitment among officers in public sector banks. The resolutions have been forwarded to the Government of India and Bank management for early consideration.
