AIPNBOA Mohali raises Concerns Regarding Discrepancies in Annual Transfers for FY 2025-26

The All India Punjab National Bank Officers’ Association (AIPNBOA) Mohali has raised serious concerns over discrepancies in the recently issued Annual Transfer/Postings exercise for the financial year 2025-26. In a letter addressed to General Secretary Sh. Dilip Saha, the Mohali Circle of AIPNBOA has highlighted multiple inconsistencies and policy violations, urging immediate corrective action. 1. Mismatch in Circle Stay Tenure:

• The newly issued list reflects a 7-year circle stay requirement for officers, which contradicts the previously established 6/9-year tenure outlined by HRMD.
• For instance, an officer whose date of joining the circle was recorded as 2019 in the earlier 6/9-year list is now shown as having joined in 2016 in the 7-year list.
• Several such inconsistencies have been identified across our circle, creating confusion and uncertainty among officers.

2. Impact of Circle Bifurcation in 2021:

• Some officers were transferred to the Mohali Circle before the bifurcation of circles in 2021 through Inter-Circle Transfer (ICT).
• Previously, these officers were stationed in a district under the Patiala Circle and had specifically applied for ICT to be posted in Mohali.
• Following the 2021 bifurcation, the Fatehgarh Sahib district was merged into the Mohali Circle. However, the period of stay for these officers is now being calculated from their initial posting in Patiala Circle, which is unjustified.
• Since the officers opted for ICT to Mohali Circle, while the bifurcation was a bank-initiated decision, their tenure calculations should be reconsidered fairly.

3. Non-Adherence to the MOU Signed on 21-03-2025:

• The MOU on transfer policy stipulates that preference should be given to officers who have completed 7 years in a circle and wish to return after completing 2 years outside their current circle through ICT.
• However, today’s notice does not reflect these provisions, which contradicts the agreed-upon policy and creates ambiguity.

4. Unclear Guidelines for Technical Officers:

• The notice lacks clarity on the maximum or minimum stay duration for Technical Officers in a particular circle.
• Previously, such details were explicitly mentioned in the transfer policy, but their current omission has caused anxiety among Technical Cadre officers.

5. Unjustified Restriction on ICT Applications:

• Under Serial No. 2 of the Rotational Transfer section, it is stated that officers seeking a transfer to a circle outside their current zone must apply through Rotational Transfer instead of ICT.
• This restriction is unreasonable, as there should be a provision for ICT applications in such cases.

Given the above discrepancies, the association has earnestly requested the AIPNBOA GS to look into these anomalies and ensure a fair and transparent implementation of the transfer policy.
